Elections and Voting Early voting  begins 15 days before every election, in the basement of the Boone County Courthouse.  Early voting always ends the Monday before the election.  On  election day, voters must go to their regular voting precinct to vote.

To qualify to vote in the next election, you must apply to register to vote 30 days before the election.  If you mail this form, it must be postmarked by that date.  You may also present it to a voter registration agency representative by that date.  If you miss the deadline, you will not be registered in time to vote in that election.

If you are qualified and the information on  your form is complete, you will be notified of your voting precinct by your local County Clerk.  If you have questions, call the County Clerk's office, or Secretary of State's Office Voter Services 1.800.482.1127 (TDD 1.800.262.4704).

Contact your County Clerk if you have  not received confirmation of a mailed application within two (2)  weeks.

Marriage Parties applying for a marriage license must appear in person with valid photo identification.  Marriage licenses are valid for 60 days from the date of issue and, if not used, must be returned to the County Clerk's office. Failure to return an unused marriage license or to return a license to be recorded after you are married  will result in a fine as referenced in the schedule of fees.

Copy of Marriage Licenses To obtain a certified copy of a marriage license, you must send the name of the bride (including maiden name) and groom, approximate date of marriage, a self-addressed stamped envelope and the fee payable only by cash or money order (no checks) to the County Clerk's office

Marriage for Minors (under 18) Unless otherwise provided by law a person must be 18 years of age to obtain a marriage license.

1.      If the female is under 18 years of age and pregnant the County Clerk may issue the marriage license after receiving “satisfactory evidence” of parental consent and proof of pregnancy. Meaning that both parents have to be present and sign for the under age female unless:

 a. the custodial parent of the person under the age of 18 if the parents are divorced and one parent has been awarded custody exclusive of the non-custodial parent;

 b. or the custodial parent when the non-custodial parent has surrendered custody through abandonment or desertion;

 c. or a court-appointed guardian

 d. or one parent is deceased.

(Proof will need to be provided for any of the above scenarios, No Exceptions!)

A.C.A 9-11-103 as amended by Act 441 of 2007

 2.      In those instances where one or both of the parties wishing to marry are under 18 years of age and the female is pregnant a party who has not obtained parental consent may petition the circuit court for consent to marry.  The circuit court judge, after considering all evidence supplied by the parties, may issue an order directing the clerk to issue a marriage license to the parties wishing to marry.

3.       Males under the age of 18 shall be permitted to marry if the female is pregnant and proof of pregnancy is provided along with parental consent.
